The Rise of Kim Hyun-ji, President Lee’s Closest Aide — “The Hidden Power Behind the Door”

“Shadow power.” “The President’s secret aide.” “V-Zero.”

These are the phrases South Korea’s opposition lawmakers have used to describe Kim Hyun-ji, the First Presidential Secretary to President Lee Jae-myung — a woman whose name has increasingly surfaced amid controversy over her refusal to appear at a recent National Assembly audit.

For years, Kim has existed as a whisper in Yeouido’s political circles — a rumor wrapped in secrecy, often described as “the woman behind Lee.” But as former key aides such as Jeong Jin-sang and Kim Yong became entangled in corruption trials, Kim Hyun-ji has quietly, yet unmistakably, become one of the most powerful figures in the administration. Her total absence from public view has only deepened speculation and fascination.

A Fortress of Secrecy — and a Solitary Figure in the Cafeteria

Back in 2022, when Lee Jae-myung ran in the Incheon by-election and became a lawmaker, I once visited his National Assembly office out of curiosity about his then-aide, Kim Hyun-ji. Inside the busy Room 818, I approached her with a professional smile and my business card. She barely looked up, tidied her desk, and said coolly, “This is just the working office. You should talk to Deputy Chief Kim Nam-jun in the main building.”

It was clear: she didn’t want the attention.

Kim wasn’t the type to network over coffee or lunches like most political aides. She rarely mingled with staff from other offices. Former Assembly aides recall she was “always there, working late, often until 10 p.m., and eating alone in the cafeteria — the definition of a workaholic.”

Those who know her describe her as “selfless” — someone who steps in to clean up other people’s messes but keeps her own life private. One pro-Lee lawmaker said, “The prosecutors have combed through Kim’s life for years, but found nothing suspicious. That’s why she’s still standing next to the President.”

From Bureaucratic Watchdog to “Gatekeeper”

Kim earned a reputation for being meticulously strict after Lee took office. As the Presidential Secretary for General Affairs, she was in charge of managing the Blue House’s internal spending and auditing officials’ expenses.

One staffer recalls, “I once filed a restaurant receipt for a business meeting. She noticed that the restaurant also served alcohol and refused to approve the reimbursement — I had to pay out of pocket.”

Her rise as a power figure began during the 2024 general election. Rumors circulated that Democratic Party nominations were secretly being coordinated out of Kim’s Assembly office rather than the party headquarters. Nothing was proven, but the narrative stuck.

Now, similar whispers surround the Presidential Office — that Kim, though lacking formal authority over senior appointments, quietly influences personnel decisions. When the Women’s Minister nominee Kang Sun-woo withdrew from consideration, insiders said it was Kim who had “relayed” the message that Kang should step down. The story cemented her image as “the President’s gatekeeper.”

The President’s Inner Circle — and His Lone Voice of Restraint

Kim’s connection to President Lee runs deep. She first met him decades ago when he was a human rights lawyer in Seongnam and she was part of the civic group Seongnam Participation Solidarity. Their long professional history has made her one of the few who can speak candidly to him.

A Democratic Party insider familiar with the “Seongnam Line” said,

“Kim Hyun-ji is the only person who can tell Lee something he doesn’t want to hear. She has a sharp sense of ethics and the courage to use it.”

Even officials in the Presidential Office acknowledge her influence. One senior staffer said,

“There are only a few people the President truly listens to — and Kim Hyun-ji is one of them.”

When President Lee, during his time as party leader, made impulsive Facebook posts that threw his aides into panic, Kim was reportedly the only one who could talk him down.

The “Shepherd Dog” of the Lee Administration

Since Lee took the party leadership in 2022, he has survived a relentless political storm — indictments, protests, and policy crises. Kim, in that time, has become both his stabilizer and enforcer.

One pro-Lee lawmaker described her as “a shepherd dog — constantly circling the flock, keeping everyone in line.”
Her influence grew as other aides began seeking her approval before reporting anything to the President.

The Paradox of Power and Secrecy

Those close to Kim insist she’s been unfairly demonized. “She’s not the villain people make her out to be,” said one Presidential Office official. Yet, the air of secrecy that surrounds both her and the administration has only fueled her mystique.

People who worked with both Jeong Jin-sang and Kim Hyun-ji describe them as “professionals used to working from the shadows.”
But the question remains — can someone in the President’s innermost circle truly remain invisible forever?

For now, Kim Hyun-ji stays where she’s always been — out of sight, yet at the very center of power.
